Las compras públicas son una herramienta que pueden usar las administraciones públicas para fomentar cambios en el mercado, como en el caso del cuidado del medio ambiente o el caso de la accesibilidad para personas con diversidad funcional. una política de accesibilidad TIC a través de compras públicas necesita dos componentes. Por un lado, debe existir una ley que obligue a las administraciones públicas a adquirir productos y servicios TIC. Por otro lado, debe existir un conjunto de requisitos de accesibilidad, que permitan saber si un producto o servicio es accesible. En Europa se ha realizado el estándar EN 301 549 que define la segunda parte de una política de compras públicas accesibles: los requisitos técnicos de accesibilidad. Understanding HCI policy in Spain in the context of acces

Spain pioneered policies related to disability and accessibility, especially in the physical environment. The first major piece of legislation was Act 13/1982 on the Social Integration of People with Disabilities. The law was published just a few years after the reinstitution of democracy in Spain in 1977 and the approval of the Spanish Constitution in 1978. Act 13/1982 is a general law that applies accessibility to social services and education, as well as to workplace and physical accessibility. This law targeted first and foremost the social integration of people with disabilities, and it was a significant success, especially in the field of employment, as it made it mandatory for private companies and public administrations to employ a certain percentage of persons with disabilities. This greatly increased the employability of people with disabilities, as highlighted in a document celebrating 30 years of Act 13/1982. Over the past 20 years, policy makers have also focused on accessibility to information and communication technologies (ICT), developing first the national computing accessibility standards and then specialized legislation. Initially, Spanish activities were mostly national but have now gained an international dimension. All these initiatives are strongly related to the discipline of human-computer interaction, as the key component of an accessible system is its user interface

la norma EN 301 549 está escrita para que se pueda aplicar a cualquier producto o servicio TIC. Este hecho queda reflejado de dos formas. Por un lado, el estándar tiene una estructura organizada por características o funciones, en vez de estar organizada por tipos de producto. Por otro lado, los requisitos (con el verbo “debe”) y recomendaciones (con el verbo “debería”) están escritos de forma que el propio texto del requisito indica bajo qué condiciones se aplica. A lo largo de este documento se van a ver ejemplos de aplicación de los distintos capítulos del estándar EN 301 549 a varios productos y servicios TIC. De esta forma se irá viendo cómo este estándar puede aplicarse a una gran variedad de productos

La norma técnica EN 301 549 está diseñada para que facilite su aplicación a productos y servicios TIC de cualquier tipo. Pero queda por resolver un problema importante: ¿cómo saber cuáles de los 213 requisitos y 26 recomendaciones se aplican a cada caso concreto? Se sabe que cada requisito y recomendación tiene su propia precondición. Por lo tanto la regla general es que, si un producto o servicio TIC cumple la precondición del requisito o recomendación, entonces ese requisito se aplicaría. Pero es fácil suponer que la carga de trabajo necesaria para averiguar si cada requisito o recomendación se aplica a un caso concreto es excesiva: implicaría contestar a 239 preguntas sobre las características o funciones que ofrece un producto o servicio. Esto es inviable si el producto todavía está en desarrollo y se desea saber qué requisitos deberá cumplir. Al mismo tiempo es muy poco eficiente si el producto ya existe y lo que se desea es saber qué requisitos cumple. Por ello se plantea la conveniencia de utilizar un sistema que reduzca la carga de trabajo necesaria para conocer la aplicabilidad de requisitos de la norma a un producto o servicio TIC concreto. Prototype of EN 301 549 Decision tree

The new European Standard EN 301 549 “Accessibility requirements suitable for public procurement of ICT products and services in Europe” is the response by CEN, CENELEC and ETSI to the European Commission’s Mandate 376. Today, ICT products and services are converging, and the boundaries between product categories are being constantly blurred. For that reason EN 301 549 has been drafted using a feature-based approach, instead of being based on product categories. The result is a standard that can be applied to any ICT product and service, by identifying applicable requirements depending on the features of the ICT. This demonstration presents ongoing work at the research group CETTICO of the Technical University of Madrid. CETTICO is developing a workgroup-based support tool where teams of people can annotate the result of performing a conformity assessment of a given ICT product or service according to the requirements of the EN. One of the functions of the tool is creating evaluation projects. During that task the user defines the features of the corresponding ICT product or service by answering questions presented by the tool. As a result of this process, the tool will create a list of applicable requirements and recommendations

Mandate M 376: new software accessibility requirements

Software needs to be accessible for persons with disabilities and there are several guidelines to assist developers in building more accessible software. Regulation activities are beginning to make the accessibility of software a mandatory requirement in some countries. Updating EN 301 549: cognitive accessibility

EN 301 549 is the European Standard that defines accessibility requirements for the public procurement of ICT. EN 301 549 includes some support for cognitive disabilities, but it was recognized that more work was needed to take into account the diversity of persons with cognitive disabilities, who may have limitations in one or more types of mental tasks such as conceptualizing, planning, remembering and understanding numbers and symbols. ETSI, the European Telecommunications Standards Institute, has established a team of experts, STF 488, which intends to produce (1) a set of user needs of persons with cognitive disabilities when using mobile ICT and (2) a set of guidelines to develop accessible mobile ICT. This set of guidelines will include a gap analysis of EN 301 549, to identify new requirements that could be added in future revisions of the standard.
